Henry Beisner

Henry (Hank) Michaels Beisner, age 86, of Gaithersburg, MD, passed away August 7, 2018.  Hank was a loving husband for 60 years of Judith Grimes Beisner; devoted brother of Christine Schliemann (Ulrich); dedicated father of Amy Harroff (Craig) and William Beisner (Patti); beloved grandfather of Roland Berger (Gabriella), Kiedel Harroff, Brooke Beisner, and Nicole Beisner; and new great-grandfather of Maya Berger.  He was proceeded in death by his brothers John (Pat) and James (Libby) Beisner.

Hank grew up in Tiffin, Ohio.  He earned his B.Sc. degree (summa cum laude), M.Sc. degree in physics, and Ph.D. degree in physics from Ohio State University, Columbus, in 1955, 1960, and 1961.  His first job in 1955, was as a senior engineer with IBM in Poughkeepsie, NY.  In 1959, he was awarded a National Science Foundation Fellowship and an IBM fellowship which paid his full salary while he pursued his graduate studies.  In 1962, he was transferred to the Physical Sciences Department, Center for Exploratory Studies, IBM Federal Systems Division, in Gaithersburg, Maryland.   While at IBM, his work included: systems analysis associated with various ballistic missile defense system and studies concerning the application of decision theory and dynamic programming in the design and evaluation of real time digital control systems.  In 1992, he began working with the U.S. Defense Department making critical contributions to the Global Positioning System, resulting in multiple patents and related awards for “The Theory of GPS Atomic Clock Performance” and “Description of Earth Motion for GPS.”  In 1995, he started his own scientific and engineering consulting company, Paradeigma, Inc. and continued to consult well into his 70's.  

He authored several papers in the fields of physics and computers and has made a number of invention disclosures on adaptive devices.  He was a member of the American Physical Society, the Association for Computing Machinery, Sigma Pi Sigma, Pi Mu Epsilon, Tau Beta Pi, and was past associate editor of Pattern Recognition, the journal of the Pattern Recognition Society. He will be remembered for his love of science and philosophy, the study of theories related to the functioning of the universe, and his contributions to the development of the modern GPS.  

A memorial service will be held in his honor at Faith United Methodist Church, 6810 Montrose Road, Rockville, MD, on Saturday, August 18th, at 1:00 p.m. In lieu of flowers, memorial donations can be made to Faith United Methodist Church.
