John Francis Toohey, known to everyone as Frank, was born in Philadelphia, Pennsylvania in 1938. He was a graduate of Roanoke College, where he played basketball, and of the University of Alabama, where he received his Ph.D in Business Administration. Frank’s career was in service to both state and federal government, and he was known for his expertise in tax policy. During the Clinton administration Frank served in the Office of Legislative Affairs, U.S. Department of the Treasury.
Frank met his wife Mary McGrane on Duddington Place, the street where they both lived in Capitol Hill. They were married in 1985, and their daughter Aislinn was born a few years later. Frank was a devoted husband and father, and he and Aislinn shared a special bond over women’s sports, particularly basketball. They held season tickets for the Washington Mystics WNBA team, and went to two Women’s Final Four tournaments together. Frank is survived by his wife Mary, daughter Aislinn, son-in-law Alex Safchuk, niece Patty Seltzer and nephew Butch Eby. He will also be missed by his brothers-in-law Myles (Patricia) and Frank McGrane, and sisters-in-law Nan (Don Lee) McGrane and Stasia (Jim) Lanier.
Mass of Christian Burial will be offered at Church of the Little Flower, 5607 Massachusetts Ave., Bethesda MD 20816 on Tuesday, July 9, 2019 at 12:00 Noon, with interment at Gate of Heaven Cemetery following.
